Reince Priebus and Ethics

I'm not an expert in political ethics (Is that an oxymoron?), but it seems to me that the head of a state political party is probably not supposed to give away the secrets of one GOP primary candidate to another. However, according Judith Davidoff at the Isthmus, emails that came out of the investigation into Scott Walker's office, prove that Reince did exactly that. He leaked secret information about Rep. Mark Neumann (who was facing Walker in the 2010 primary for governor) to Walker. Priebus was the head of the Wisconsin State GOP at the time.

Update: Thanks to WisVoter who pointed out that I had the wrong name for the candidate facing Walker. It's updated now.
